Easy were rats are stealthy and could break into enemy strongholds opening it for his or her allies.

But most were-beasts are meant for ground battles and melee weaponry. this is ranged and magic battles soaring through their air at breakneck speeds!

Besides that, were-rats would always be a thrown wheel of cheese away from getting their asses blown out of the sky anyway.
